Campaign Design - Spells: Fæy Decree

Fæy Decree (adapted from Færies)

Target, Effect, or Area: Ctreatures in a 30-foot-radius centered on you
Duration: Instantaneous
Saving Throw: None
Spell Resistance: Yes

Uttering a fæy decree has two effects.

If you are in one of the Færie Realms, non-fæy creatures within the area of effect are instantly banished back to their home planes. Creatures banished by means of a fæy decree cannot return to the Færie Realms for at least 1 day. This effect takes place whether the creatures hear the fæy decree.

Fæy creatures of an alignment different from your can suffer ill effects according to their Hit Dice, as detailed on the table to the right.

The effects of these conditions are as follows:
  • Deafened: The creature is struck deaf for 1d4 rounds.

  • Cowered: The creature is frozen in fear for 2d4 rounds, losing their Dexterity bonus to Armor Class (if any) and can take no actions. Foes gain a +2 bonus on attack rolls against a cowering creature.

  • Frightened: The creature is frightened for 2d6 rounds and flees as well as it can. If unable to flee, the creature may fight. It suffers a -2 morale penalty on attack rolls, weapon damage rolls, and saving throws. A frightened creature can use special abilities, including spells, to flee; indeed, the creature must use every such means to escape.

  • Wounded: The power of the fæy decree can inflicts 1d4 points of damage +1 point per caster level to creatures with less than 4 Hit Dice. If the damage would be enough to kill an affected creature, the victim makes a DC 18 Fortitude save, the damage will stop just short of killing them, leaving them stable but at a negative hit point total equal to their (Constitution - 1).
